Texas Hash

1 medium onion
1/2 bell pepper
1 clove garlic
1 tbsp chili powder
1/2 tsp salt
1/2 tsp black pepper
1/2 tsp white pepper (optional)(or use more black pepper or skip)
1/2 cup (uncooked) rice
1/2 pound ground beef (thawed)
1/2 14 oz can diced tomatoes (or fresh)
water

Dice onion and bell pepper, mash garlic. Saute onion in 1 tbsp vegetable oil or butter. Add bell pepper and garlic, mix well and soften bell pepper. Add spices, rice and ground beef. Brown ground beef. Add tomatoes and water to cover. Mix throughly. Turn heat to low, cook for at least fifteen minutes. The rice should be done at this point. The Hash may be a little juicy, however it is ready to eat. If wanted you may reduce the liquid.
